Biography

Huan is currently pursuing her Ph.D. at the Chinese University of Hongkong, Shenzhen. Prior to that, she worked as a Program Officer and the Greater Bay Area Coordinator at ICLEI–Local Governments for Sustainability, Beijing Office. She managed programs and projects that align with the Resilient Development Strategic Pathway. Between 2021-2024, Huan led the Making Cities Resilient 2030 initiative, in partnership with the United Nations Office for Disaster Risk Reduction. In this capacity, she provided technical assistance and policy insight to local governments, including Beijing, Shanghai, Guangzhou, Shenzhen, Chengdu and Kunming.

Before her role at ICLEI, Huan initiated the Community-based Climate Action Program in the Pearl River Delta at the South China Environment Fund, where she spearheaded efforts in disaster risk reduction and climate change adaptation, and worked closely with communities and stakeholders to enhance their capacity to address climate challenges and build local resilience.

Huan holds a Bachelor of Arts degree from the Australian National University with a double major in Environmental Studies and Sociology. She is also a recipient of a combined Master of Arts degree in Global Studies from the University of Freiburg in Germany, Chulalongkorn University in Thailand and FLACSO-Argentina.
